A Guide to Tenants Rights

The GUIDE TO TENANTS RIGHTS is the Central Astoria LDC's manual for basic laws governing rental housing in New York City. Everything you need to know, for only $1. Pick up a copy at 28-27 Steinway St, Monday-Friday 8:30 to 5:00. By mail, please send $2.50 (check) for postage and handling.

The New York City Department for the Aging Home Energy Assistance Program (HEAP) officially started on November 1, 2007.

HEAP helps qualified homeowners, tenants, and low-income families with their fuel and utility costs. Individuals are eligible if they meet any of the following qualifications:

                        

                            -  60 years of age or older;

              - Receive SSI (Supplemental Security Income) and live alone or with a spouse;

                 -  Head of household receiving Social Security Disability benefits.        

 

HEAP established new guidelines that raised the maximum monthly income levels. The new income guidelines are as follows:

For households of 6 or more , call the New York City Department for the Aging at 311 for maximum income guidelines.  

Please note that there are certain income deductions and exclusions that can affect an applicant's income

eligibility, e.g. certified home health care provided by a non-family member.  

Public Assistance and Food Stamps recipients will receive their HEAP benefit through the Electronic Benefit Transfer System.  

Applicants who were approved during the last HEAP season will be sent a pre-printed application.

The amount of HEAP grants is very limited. Once the funds are used up, this program will close. So, I strongly advise you to fill out your application as soon as possible.
